FROM:

Charlie McClendon, City Manager

RECOMMENDATION:

Recommendation

Staff recommends the City Council approve a resolution adopting the revisions to the City Council Policy Manual.

Body

BACKGROUND:

The current City Council Policy Manual was adopted by Council on February 26, 2014.  The Manual is voluminous, which has limited its effectiveness as a practical guide.  In addition, the adoption of the City Charter, changes in legislation and case law and in Council practices have made it necessary to review and modify the Manual.  Staff from the City Manager's office, the City Clerk's office and the City Attorney's office have been working on suggested revisions for the past several months.

DISCUSSION:

The suggested new City Council Policy Manual was provided for Council review two weeks ago.

The most significant revisions to the Manual are as follows:

1.  Sections that duplicate state law were removed in favor of statements referencing the law and that Council will adhere to it.

2.  Sections referencing policies that applied only to staff were removed as these are more appropriately handled through the City's administrative polices and personnel rules.

3.  Sections that applied to the City's Commissions were removed and will be included in a separate policy document that can be provided to Commissioners.

4.  Changes required by the adoption of the City Charter have been included.

5.  Sections that were unnecessary, such as the order of the Council agenda, or out of sync with current practices were modified or removed.

FISCAL IMPACT:

None.
