Staff recommends the City Council approve an amendment to the agreement with National Demographics Corporation for services related to the development of Council electoral districts in the amount of $19,500 and approve the necessary budget amendment.

BACKGROUND:
Council approved a contract with National Demographics Corporation on January 11, 2017. The original scope of work included a basic district project charge of $19,000 and an additional $6,000 in in-person meeting fees of $2,000 each or other optional services resulting in an original contract amount of $25,000. Charges for other optional services were identified in the contract document and were to be added to the charges due to NDS if utilized.
DISCUSSION:
During the course of the project the City used some additional services including the Online districting tool ($11,500) and NDC representatives appeared at a total of seven public hearings (March 8, April 12, June 26, July 26, August 9, August 23 and September 13, 2017). These additional services brought the total cost for services provided to $44,500. Thus, a contract amendment of $19,500 is required along with the necessary amendment to the FY17-18 budget to make the funds available.
FISCAL IMPACT:
The contract amendment increases the cost of the contract by $19,500 and a corresponding budget amendment is required. The additional funding will have to come from fund reserves.
