Staff recommends the City Council ratify a FY2016-17 State Homeland Security Grant (SHSGP), in the amount of $87,210 for the purchase of Motorola portable radios and associated accessories, from a Los Angeles County and Motorola Solutions Inc. sole source purchase contract.

BACKGROUND:
In-order-to obtain best pricing, the fire department used a Los Angeles County / Motorola Solutions Inc. sole source contract to make purchases of portable radios in 2017, from SHSGP funding. The initial purchase of twenty-two portable radios for $72,397.96 was in March 2017. A second purchase of three additional portable radios for $14,985.26 was made in June 2017. The combined purchases were $87,383.22 for twenty-five portable radios. The City Council previously authorized $87,210 in SHSGP grant funding. The SHSGP requires City Council approval of the sole source purchase agreement.
DISCUSSION:
The fire department requests ratification of the sole source purchase in the amount of $87,210 from a Los Angeles County / Motorola Solutions Inc. contract. The difference between the SHSGP funding and the combined purchase price was $173.22, which was paid from the fire department FY 2016/17 operating budget.
FISCAL IMPACT:
The City fiscal impact for the replacement of the twenty-five portable radios was $173.22 from the fire department operating budget. The SHSGP will reimburse the City $87,210.
