TITLE:
Title
Contract for Design Professional Services with Heptagon Seven Consulting, Inc. for the design of the Edom Hill Truck Climbing Lane
End

FROM:
John A. Corella, P.E. - City Engineer

RECOMMENDATION:
Recommendation
Staff recommends the City Council authorize the award of an Agreement for Design Professional Services to Heptagon Seven Consulting, Inc. in the amount of $59,050 for the design of the Edom Hill Truck Climbing Lane and authorize the City Manager to sign the Agreement.
Body

BACKGROUND:
Cathedral City and County of Riverside, through the County Waste Management Department, signed a Memorandum of Understanding (MOU) in November of 2002 that committed the City to construct a truck climbing lane on Edom Hill road approximately 4,700 feet south easterly from Varner Road. Through a series of negotiated amendments to that MOU, the City extended the deadline to 2017. The award of the design contract is the initial step in completing this goal.
DISCUSSION:
Staff solicited a Request for Proposal (RFP) to complete the design of the Truck Climbing Lane. Five firms responded to the RFP:
Albert A. Webb Associates, Palm Desert and Riverside, CA
Dudek, La Quinta, CA
Heptagon Seven Consulting, Inc., Indian Wells, CA
MSA Consulting, Inc., Rancho Mirage, CA
Michael Baker International, Palm Desert, CA
Proposals were reviewed and rated by the Engineering Department Staff and based on the evaluations, Heptagon Seven Consulting, Inc. was determined to have submitted the most responsive proposal.

FISCAL IMPACT:
Cathedral City receives $1.00 per ton of waste that is received at the Edom Hill Transfer Station. This money is deposited into a secure fund for purposes of completing projects designated in the MOU. This fund currently has more than $1 million in it. There are adequate funds available to cover the estimated $59,050.00 cost for the design services.
