2017 Agua Caliente Band of Cahuilla Indians Grant Application

FROM:
Paul S. Wilson, Fire Chief

RECOMMENDATION:
Recommendation
Staff recommends the City Council approve a Fire Department grant application to the Agua Caliente Band of Cahuilla Indians in the amount of $25,000. The 2017 grant application would provide funding for three thermal imaging cameras, three intraosseous infusion devices, one stair chair and one dash camera for the Battalion Chief vehicle.
Body

BACKGROUND:
The fire department has received on-going support from the Agua Caliente Band of Cahuilla Indians through their annual grant program.
The 2017 fire department application is requesting; three thermal imaging cameras for rescue of victims trapped in a fire and identification of smoldering materials in hidden locations; three intraosseous devices for injecting fluids and medications directly into the bone marrow for rapid infusion; one stair chair for transporting patients from elevated locations and one dash camera to record emergency events from the incident command perspective.
DISCUSSION:
The fire department current thermal imagers are ten plus years old and need to be replaced. The present intraosseous units are outdated and cumbersome for the paramedics to use. The fire department only has one stair chair, which is not always available for transporting patients from multi-story buildings not equipped with elevators.
The dash camera will enable command personnel to capture emergency actions and be used for incident documentation and training.
The replacement cost of these unique emergency tools was not funded in the fire department 2016/17 capital equipment budget. The grant, if awarded, would provide replacement and new equipment to support community medical services and fire protection.

FISCAL IMPACT:
There is no fiscal impact to the City as a result of applying for or accepting the grant funds.
