FROM:
Tami Scott, Administrative Services Director
RECOMMENDATION:
Recommendation
Staff recommends the City Council authorization upgrades to various aspects of the council chambers audio, video and control system to provide better public education and governmental access to see public meetings via the internet and public television in an amount not to exceed $97,500.
Body
BACKGROUND:
The audio, video and backbone software and hardware in the council chambers was last fully upgraded in 2005. Since that time, the City has been challenged, due to financial constraints and priorities, with keeping up with repairs and has had to do patchwork to keep our systems broadcasting as technology changes and existing systems become outdated.
DISCUSSION:
In 2015, City Council modified its video franchise ordinance to collect a PEG fee (Public, Educational and Governmental Access Fee), allowed under the DIVCA Act (Digital Infrastructure and Video Competition Act of 2006) and has now accumulated sufficient revenues in this fund to upgrade some significant AV (Audio Video) components in the council chambers to provide for a better broadcast to the public.
The presentation attached outlines what has been done and what needs to be done to complete modifications to our systems.
FISCAL IMPACT:
$97,500 from our PEG Fund. These are not general fund monies and can only be used for this purpose.
