Staff recommends that the City Council authorize the City Engineer to negotiate a Professional Services Agreement with Albert A. Webb Associates for the design of Vista Chino Street Improvements and authorize the City Manager to sign the negotiated agreement.

BACKGROUND:
On June 10, 2015, Council approved Supporting Resolutions for the FY 2015-16 and FY 2016-17 Operating Budgets. The approved Capital Improvement Plan budgeted funds for the rehabilitation of pavement on Vista Chino. Subsequent to the budget approval, staff was able to obtain an additional $1.0 million from the Agua Caliente Band of Cahuilla Indians for the Vista Chino improvements. The additional funds will be used to construct median curbs from the west City Limits to Date Palm Drive on Vista Chino.
DISCUSSION:
Staff prepared a Request for Proposals (RFP) for competitive solicitations for Design Services for Vista Chino from the west City Limits to Date Palm Drive. The RFP was provided to eight firms with active design offices in the Coachella Valley. Firms were asked to provide cost proposals that included estimated hours and hourly rates for various design tasks in a separate, sealed envelope.

The Altum Group, Palm Desert, CA did not submit a Proposal.
