Staff recommends the City Council adopt a resolution authorizing submittal of application to CalRecycle for payment programs and authorizing the City Manager or his/her designee to execute all documents necessary to implement and secure payments.

BACKGROUND:
The Department of Resources Recycling and Recovery (CalRecycle) has established various grant programs and in order to make payments to qualifying jurisdictions, CalRecycle is required to establish procedures governing the administration of the payment programs.
DISCUSSION:
The new procedures require the City by June 1 2016, to declare by resolution approval to submit grant applications and authorizing the City Manager, or his designee, as Signature Authority to execute all documents necessary to implement and secure payment.
It is staff’s recommendation that City Council adopt the resolution for submittal to CalRecycle.
FISCAL IMPACT:
No impact to the general fund. The approved resolution will allow the City to continue to submit applications for grant funding provided by CalRecycle.
