Body
BACKGROUND:
The Riverside County Emergency Management Department has federal grant funds for local fire agencies, to fund homeland security equipment for firefighters and Community Emergency Response Team (CERT) training for citizens. The City of Cathedral City has prepared a 2016 application for said funding, in the form of a reimbursable grant, from the State Homeland Security Grant Program.
DISCUSSION:
If Riverside County Emergency Management Department awards the City of Cathedral City a State Homeland Security Grant, during the 2016 federal fiscal year, it will provide replacement portable radios for improved interoperable radio communications with regional agencies and CERT bi-lingual training instruction for local and regional community members.
The total grant application is for $138,836. to provide twenty-one portable VHF radios for firefighters and three CERT bi-lingual training sessions for citizens.
The State Homeland Security Grant Program requires the City Council to adopt a Resolution indicating the City of Cathedral City will accept the Grant, under the described performance and financial conditions.
FISCAL IMPACT:
The application has two financial commitments from the City of Cathedral City;
1. Fire Department Communications equipment - a five percent hard match of $6,540.75 in City funding. Available from the Fire Department’s FY2016/17 Capital Improvement Program account.
2. CERT bi-lingual instruction - a soft match of the City Emergency Manager hours e.g. Battalion Chief John Muhr time to administer the CERT program.
