Police Department Strategic Plan 2016-2020
End

FROM:
George Crum, Police Chief

RECOMMENDATION:
Recommendation
Staff recommends the City Council approve the Police Department Strategic Plan for 2016-2020.
Body

BACKGROUND:
The Police Department began a strategic planning process in November 2015. A strategic planning committee was formed consisting of members representing all bargaining units within the Police Department. Once an initial plan was developed, the Chief's Advisory Council was included in the process to provide a community stakeholder perspective. Everyone who participated in the strategic planning process is listed in the plan itself which is attached. The City Council reviewed the Draft Strategic Plan during Study Session on April 13, 2016.

DISCUSSION:
The Police Department Strategic Plan focuses on nine goals and objectives which were developed through all of the stakeholders' input. The nine goals are as follows:
-Prevent and suppress crime
-Maintain adequate staffing levels
-Maintain priority one response times in under 7 minutes
-Maintain and enhance partnerships with the community
-Participate with multi-agency task forces
-Enhance Police Department technology
-Fiscal efficiency
-On-going review of Department practices and policies
-Addressing emerging policing trends in our community.

This comprehensive strategic plan is intended as a guide for current and future personnel over the next five years. This plan will be evaluated and revised if necessary every two years ensuring a current and relevant plan is in place. This plan will help policy makers stay informed, serve as a guide in future budget processes and keep members current on the direction of the Department.

FISCAL IMPACT:
There is no cost to adopt the plan, implementing the staffing provisions, however, will require the allocation of funding in each of the next five years.
