Body

BACKGROUND:

In 2008 the CVAG Executive Committee acted to establish a multi-service center for the homeless, which is now known as Roy's Desert Resource Center.  CVAG requests an annual contribution from member cities to offset the costs of operating the center.  The annual request is for $103,000 from each city.  In recent years Cathedral City has contributed $51,500 from CDBG funds.  That is what is included in the FY16-17 budget.

Mayor Henry requested a study session item so that the full Council can discuss the level of support the City wishes to provide prior to providing an answer to CVAG staff.

DISCUSSION:

The letter received from CVAG requesting the annual contribution is attached.  It includes some data on the number of persons assisted by Roy's and other relevant information.

Also attached is a graph showing the level of support provided by the various Coachella Valley cities over the years.  Cathedral City is one of only four cities that has provided support every year.  The remainder of the operating costs are covered by Riverside County.

FISCAL IMPACT:

The budget for FY16-17 includes $51,500 in CDBG funding for Roy's.  If the Council chooses to contribute more than that amount it will have to come from general fund reserves.
