Discussion on Policies Governing the Use of City Facilities
End
FROM:
Charlie McClendon, City Manager
RECOMMENDATION:
Recommendation
This item is presented for information, discussion and direction only.
Body
BACKGROUND:
The City currently makes facilities available for use by other governmental agencies and non-profits as a public service. Users are required to submit an application, follow established use policies and pay fees to cover the costs incurred by the City.
Mayor Pro Tem Pettis requested a study session item to allow the Council to discuss the policies and fees and determine if any revisions are required.
DISCUSSION:
Facilities are first reserved for City functions including daily operations, Council and Commission meetings and special events. At other times governmental agencies and non-profits may request the use of facilities for their meetings and events.
Users are required to pay fees designed to recover the costs associated with facility use. Chief among the costs incurred by the City are staff costs to open and secure facilities, particularly when the event occurs after hours. Energy and cleaning costs are also addressed by the fees.
FISCAL IMPACT:
Facilities are not used by outside groups on a frequent basis and fees are designed to recover all costs incurred by the City.
