Rescind Resolution No. 95-20 Related to the Purchase of Traffic Signal Equipment
End
FROM:
John A. Corella, P.E., City Engineer
RECOMMENDATION:
Recommendation
Staff is requesting the Cathedral City Council approve a Resolution to rescind Resolution No. 95-20 which would allow the use of alternate brands of signal controllers and traffic signal equipment, emitters, detectors and appurtenant equipment.
Body
BACKGROUND:
Resolution 95-20 was approved and adopted in 1995. At that time the City of Cathedral City (City) was expanding and required additional traffic signal equipment, emergency vehicle preemption systems and related appurtenances to make the traffic signal systems expansions consistent. It was determined at that time, that specifying and purchasing specific brands of equipment (sole sourcing), as authorized by the State Public Contracts Code (Chapter 3, Article 5, Section 3400), allowed the City to have consistency in this equipment. This consistency improved spare part stocking, reduced maintenance contract costs and provided for a fully integrated system.
DISCUSSION:
It has been 20 years since Resolution 95-20 and significant technological advances have been made in the areas of traffic signal equipment, emergency preemption devices and all the related appurtenances necessary to make the traffic signal systems complete. Continuing to purchase from the sole source manufacturers designated in Resolution 95-20, no longer provides the City with the best options for both equipment and service.
Staff is requesting to rescind Resolution 95-20 in order to open the doors to additional traffic signal, preemption and appurtenances manufacturers that may be able to provide equal and/or better equipment. Any future equipment selected, would continue to be purchased under the standardized purchasing guidelines of the City and integrate with the existing equipment....
