Approve Special Use Permit #15-022

Body

BACKGROUND:

The Cathedral City Evening Rotary Club partnered with the City to create a family-friendly movie night at Panorama Park last "season".  The movies were children oriented and attendance grew throughout the year as more and more people heard about the event.  It was a well-attended event each month.

DISCUSSION:

This year, the Cathedral City Evening Rotary Club would like to partner with the City once again to provide “Movies in the Park” on the last Saturday evening of each month starting in October 2015 through May 2016.  The only exception would be the month of October due to Halloween, so the movie night is scheduled for October 24th.

The group would set-up around 6pm, show a free movie, rated PG-13 or less, at 7:00 pm, and be out of Panorama Park by 10:00 pm.  The organizers would like to sell pre-packaged foods, popcorn, and other simple-to-make concessions from the park concession building.  No alcohol will be sold or allowed.  The organizers will select the movie.  City would also open the park bathrooms for the event.  Cathedral City Evening Rotary will be responsible for insurance, set-up, movie licenses/fees, after-movie general clean-up and security.

FISCAL IMPACT:

To help the Evening Rotary with the expense of this wonderful event, the City has budgeted $600 per movie month to help with general costs.  It also has budgeted up to $260 of In-Kind Sponsorship per movie night for Public Works to prepare the park prior to the movie night, and a thorough cleaning of the park after the movie night.  It would also include facilities, waste disposal and electricity.
