FROM:
Pat Milos, Community Development Director

RECOMMENDATION:
Recommendation
Staff recommends that the City Council approve the award of a Design Professional Services Agreement to Disability Access Consultants, for the preparation of an Americans with Disabilities Act (ADA) Self Evaluation and Transition Plan, and authorize the City Manager to execute the agreement.
Body

BACKGROUND:
Federal funding programs including CDBG and FHWA, require grantees to prepare and implement an ADA transition plan in order to continue to receive federal funds.

DISCUSSION:
Cathedral City is a member of The Public Entity Risk Management Authority (PERMA). PERMA is a member-directed pool dedicated to providing financially secure, stable and cost effective coverage programs and risk management services to its members. To assist members with ADA compliance, PERMA has selected Disability Access Consultants (DAC) to provide compliance services at discounted rates.

FISCAL IMPACT:
DAC proposed a base fee of $19,900.00 to evaluate City-owned facilities plus between $320 and $480 per mile for public right of way evaluations. Adequate Measure A funding was previously approved in the current biennial Capital Improvement Plan. Staff recommends an allowance of $5,100 for right of way inspection and evaluation, bringing the total authorized amount to $25,000.00.
