MEETING DATE: 3/11/2015
TITLE:
Title
Historic Preservation Ordinance
End

FROM:
Charlie McClendon, City Manager

RECOMMENDATION:
Recommendation
Staff recommends that the City Council discuss the possible adoption of a Historic Preservation Ordinance and provide direction to staff.
Body

BACKGROUND:
MPT Pettis requested a study session discussion regarding the possible adoption of a Cathedral City historic preservation ordinance. The City Attorney's office gathered some sample ordinances from other jurisdictions and MPT Pettis provided a link to the Santa Monica ordinance.

DISCUSSION:
Council will discuss options for a possible historic preservation ordinance and provide direction to staff. Topics of discussion will include the following:
-Does the Council wish to pursue an ordinance at all?
-If an ordinance is to be pursued how extensive does the Council want it to be as an initial step?
-Should the ordinance only address properties where the owner comes forward and requests historic designation?
-Does the Council want a Historic Preservation Commission to review the qualifications of properties for designation?
-Does Council desire a more broad reach where entire districts might be designated and if so how should properties be addressed where the owner is not in favor of designation?
-Does the Council wish to identify in the ordinance the criteria a property would need to meet in order to be designated?

Based on the discussion at the study session, and if so directed by Council, staff will bring a draft ordinance back for consideration at a future Council meeting.

FISCAL IMPACT:
Considering an ordinance does not result in any cost at the present time. If an ordinance is pursued staff will meet to evaluate the cost of establishing and staffing a Commission and other costs related to implementing the ordinance.
