Amendment to the Art in Public Places Ordinance

FROM:

RECOMMENDATION:
Recommendation
Staff recommends that the City Council conduct first reading of an ordinance amending the Art in Public Places ordinance to increase the funding allowed for art education programs.
Body

BACKGROUND:
Staff presented information to the Council during study session on February 25, 2015 regarding the Art in Public Places ordinance.  As a result Council indicated that they would like to consider amendments to the ordinance.

DISCUSSION:
The most significant change in the ordinance involves increasing the percentage of funds, which can be used for art education programs each year, from 5% of beginning fund balance to 10%.  The provision to use the funds for art education programs is permissive, meaning the funds may be used for that purpose, but their use for such programs is not required.

In addition to the change allowing 10% of funds to be used for art education programs, the amended ordinance deletes references to construction of projects by the Redevelopment Agency, reflecting the RDA dissolution.

FISCAL IMPACT:
None
