Body

BACKGROUND:
At the September 10, 2014, Study Session, Council directed staff to complete improvements to the vacant lot adjacent to the Desert Cinema theater, not to exceed $100,000, and to bring contracts for the improvements back to Council for approval. The purpose of the improvements is to provide a Festival Lawn for various events that are now held on or scheduled for the vacant, unimproved lot.

Staff estimated the cost of grading and site preparation to be $30,000, the cost of furnishing and placement of sod at $14,000, the cost of sidewalk, ADA Ramps and new driveway at $30,200 and the cost of irrigation to be $18,000.

DISCUSSION:
In order to have the Festival Lawn ready for the Town Square Art Affaire on January 10 and 11, Public Works staff began the improvements to grade and sod the site. Early on, it became clear that outside contractor assistance would be necessary to meet the early January deadline. Demo Unlimited was asked for assistance and they responded in less than 24 hours and completed the removals, grading, compost placement and berm construction in three days. Public works staff then installed the irrigation system and prepped the site for placement of sod. West Coast Turf furnished and installed the sod on January 5 and the site was ready to host the Art Affaire.
