Staff recommends that the City Council approve second reading and adopt, reading by title only, an ordinance amending the Zoning Code and Map to implement the Housing Element

BACKGROUND:
On November 12, 2014, the City Council unanimously approved the first reading of an ordinance amending the Zoning Code and Map to implement the Housing Element. A second reading of the ordinance by City Council is required by law. The effective date of the ordinance occurs 30 days after approval of the second reading.
DISCUSSION:
The ordinance will amend the Zoning Code to address the title, density allowance, and permitted uses of the high density residential zoning district (R4) as an implementing measure of the Housing Element. The ordinance will also provide densities in parallel with the General Plan and address the requirements and development standards for emergency shelters in compliance with State law.
FISCAL IMPACT:
None with this action.
