Fire Service Agreement - Messenger Annexation

FROM:
Charles McClendon, City Manager
RECOMMENDATION:
Recommendation
Staff recommends that the City Council approve the First Amendment to the Fire Service Agreement with Riverside County to provide Fire services to the North City Extended Area also known as the Messenger Annexation area.
Body
BACKGROUND:
Mr. Bill Messenger, the owner of property in the area known as the North City Extended area has submitted an application to LAFCO to annex into the City of Cathedral City. The LAFCO Board approved the application on September 25, 2014 with a condition that the Fire Service agreement, originally approved by Council on September 10, be amended to cover a longer time frame.
DISCUSSION:
The original agreement was a three agreement with renewal options. The amendment will extend the agreement for ten years or until such time as the City is able to serve the area. Cal Fire will provide service to the annexation area and Cathedral City will pay the County based on a formula that includes the property tax for Fire collected in the area plus an additional amount based on the percentage of the Fire budget that comes from the County general fund. In the first year the amount will be approximately $9862. As development occurs in the area and assessed valuation increases the amount due will increase accordingly, as will revenue to the City. The City will be invoiced after December 31 of each fiscal year and payment will be due within 30 days thereafter.
FISCAL IMPACT:
The initial annual cost to the City will be approximately $9862.
